I interacted with Dr. Luis Navarro on many occasions when I was with the International Livestock Research Institute in Ethiopia. As a Steering Committee member of the Eastern and Central Africa Programme for Agricultural Policy Analysis (ECAPAPA) I have had the opportunity to exchange views wuth him on his vision of Agricultural Development in the East and Central Africa region. Dr Navarro was very humble yet very knowledgeable of key agricultural policy issues in the region. I think he can be remembered for his dedicated efforts to make agriculture a central priority of policy making in the region. May his soul rest in peace. Our encouragements to his family.
