I was shocked and saddened to hear about the demise of our friend and colleague Luis Navarro. I first met Luis in 1989 while we were both working as program officers at IDRC in Nairobi. Although I left IDRC in 1991, I continued interacting with Luis on a regular basis until 1999. Luis was a fantastic person, always willing to help others and share his ideas and knowledge without any reservation. He was an incredibly warm and good-natured person who has dedicted a large chunk of his professional life to the betterment of the poor in Africa. We will miss him greatly, but his legacy of professionalism and dedication to Africa's development will always be with us. May the Almighty rest his soul in peace and give strength to his loved ones.
