West Africa COP- Agribusiness Trade Project

Position Title: Chief of Party, Agribusiness Trade Project

 Location: Ghana/ or a location in West Africa

Expected Start Date and duration of Project:  Early 2009, two years minimum

The Chief of Party will be responsible for the overall management and implementation of a regional agribusiness development and trade promotion project in West Africa under USAID.  The project will focus on supporting economic growth by increasing intra-regional trade and improving the efficiency and productivity of selected agricultural value chains in the region possibly including highly-traded staple food commodities. This will be driven by partnerships with regional institutions, as well as regional producer and trader organizations and farmer groups, and will provide assistance in improving productivity and logistics, resolving policy issues to promote intra-regional trade, and improving trade information among others.

S/he will supervise project implementation, serve as the principal interlocutor with USAID and with key West African partners, and ensure the project meets its goals. The Chief of Party is expected to have an advanced degree in a field related to agriculture, agribusiness or trade promotion and have significant experience in promoting agri-business in the West African region with some experience in promoting regional trade. Experience with USAID funded projects is desirable.

Specific Responsibilities include:

bulletProvide leadership and strategic direction for the entire project, resolves problems, and has overall responsibility and accountability to USAID for ensuring that the project team provides high-quality technical products and services, delivers required results, and uses resources efficiently.
bulletAttends monthly contract review with International Economic Growth Division Manager and the home office project team.
bulletBe the primary project link to USAID (CTO and Mission), partner organizations and other stakeholders.
bulletSupervise the project’s staff and coordinates with the Project Quality Advisor/Home Office Director and Contract Administrator in the home office in Washington DC for decisions related to technical, management, resource allocation, and personnel issues.
bulletOversee all management/administrative reports and monitoring and evaluation activities in accordance with a Performance Monitoring Plan which monitors progress toward achieving the goals of the project
bulletOversee all financial report activities, including submission of quarterly reports detailing fund categories and status for core and field activities.
bulletWorks in coordination with the Project Quality Advisor from the home office to review all the financial and technical reports prior to delivery to the USAID Mission.
bulletScans the environment and take leadership actions to maximize opportunities and to strengthen partnerships and alliances
bulletClarify roles, delegate responsibilities to senior staff, communicate expectations for work and contribution to project activities
bulletRepresent employer’s corporate interests in country

Skills/Knowledge Required:

-              Minimum 10+ years experience in the field of agricultural, agribusiness development, or trade promotion

-              Experience in managing and implementing international donor funded projects in agriculture, preferably USAID-funded

-              3 years experience as Chief of Party or program manager on an agriculture/agribusiness project strongly preferred

-              Experience in working in West Africa  is strongly preferred

-              Excellent communication and interpersonal skills

-              Fluency in English and French (Spoken—3+ is strongly preferred)

-              Master’s degree or higher is strongly preferred
